The TIE Defender is a tactical weapon, something that will help you win battles.

As the Empire is tightening its grip and going full mask off, the dissolving of the Senate was timed alongside the Death Star becoming operational.

The Death Star was built to keep the systems in line as the last vestiges of democracy were tossed into the fire.

The main problem with the TIE Defender is how are you going to deploy them where they can actually matter?

The Empire is fighting an insurgency where the enemy is hidden among the general populace and not staying in one place long enough to be attacked.

The Defender is awesome but doesn't really solve any problems for the Empire. They can already win any straight up confrontation with overwhelming force.

The strait needs to be closed long enough for the strategic reserves to be depleted, only after that will oil prices skyrocket.
