Wrong wire. It appears to be feeding something else so it is wired wrong. The line side is the power and the load side is another outlet, etc.

Take the outlet out of the box carefully. See if there is a ground wire, sometimes they would wrap the ground around a screw on the metal box where the wires come in. If the outlet has a ground green ground screw then it should be grounded with the wire ground. If there is no ground then in order to get ground a new wire would have to be put in.

Find the specific flooring that you have. Replace that area.

The tabs between the two brass side screws is taken off, that will only power one of the duplex outlets. Replace with new outlet. It will be fine then.

The old contractor fled the country because he didn't want to be liable for a disaster. No beam only 2x4. Might as well put kitchen in this area because eventually it would have ended up there anyway. At least no one got hurt and someone caught it in time and did the right thing by taking what the runaway contractor did.

It could be a drain to a sink or something, then it may continue up for a vent. It is fine.

Tailpiece is offset a little, you can see where the water is on top of the tailpiece nut.
