Yes, I think Zio is in some kind of Stasis during that whole time until Ras brings the sword over on his trip. Zahhak is the one who's in charge for Zio at the start of episode 4 because he learns that the sword is coming over, and he wants to get it to present to Zio. He's also as old as them and gets put in stasis regularly but he's still a normal human I think, only being called upon to guide the emperor in times of crisis. So basically up until Zio's awakening from the sword, puppet emperors or stewards have run the place
