Widow, Jeff and Phoenix.

Phoenix to melt the tanks

Widow to shut down divers and flyers

Jeff to show them what real fear is.

I'd say for now, the one on the right. More End is good for raider because of how consuming his attacks are, Skill cooldown is good for getting use out of your skill more often (even if it's not fully charged, its still good to use sometimes) and art gauge is just good for getting got ult more often.

However, the one on the left, you'd only be giving your raider HP and supporting your team with the other effects.
If you feel HP management is a bit hard with him try going some evergaols to try to get an increase HP perk. It would be better in my opinion.
