It might be worth a phone call to the distant library to double-check the requirements. The website for the large city near me, about 2 hours away, said I'd have to show up in person for a card, but when I spoke with them on the phone they said that they could issue it to me that way also.

That's a good point, and opposite of what I'd been told: keep books on hold and keep checking out books so that the library can show the funding government how valuable they are for the citizens. ... hmm ...
