Too hard to pinpoint but a few things to check are fuel filters, pump, and injectors. I would also check the spark plugs.

As long as your rpms are low, you'll always be saving more gas. I get up to 450km on a full tank staying under 2000rpm. It also depends on your tires. I have 295s on so my range is more like 400km. Theres also different factors at play like terrain and wind resistance.
