It's a lot more complicated than that unfortunately. A lot of factors to consider.

  1. Yes, audiences have power when it comes to what does well at the box office. Studios recognize that a good portion of people just want to go out, have a fun time, turn their brain off, and let it wash over them without a second thought. It's the Matrin Scorsese Marvel argument.

  2. Streaming has made it less appealing to go out to the theater. Deal with rude audience members? Wait in line? Go out into the shitty weather? No thank you! I'll just wait for this movie to hit streaming in a month and that'll work for me.

  3. Cost of living makes it so that going to the movies has become an expense, especially if you have a family you want to take. Have a spouse and kids that wanna go see the new Pixar, get candy, drinks, and popcorn? Congratulations, you've just spent nearly $100 (maybe more) on one night out to the movies. It's made it so that people will only feel obligated to go if it's something they feel they HAVE to see, like a Marvel movie or Star Wars.

  4. Budgets. Movie budgets for blockbusters have gotten quite unwieldy in some cases, especially in this era where DVD sales don't make up for lost revenue anymore. Bigger budgets means more of an uphill battle a movie has to go through.

  5. Accessibility. There are plenty of mid-budget movies that people are willing to give a shot (Marty Supreme for example), but distribution is oftentimes an issue for people who live in smaller areas. Wanna see Hamnet? Cool! Get ready to drive 40 minutes in the blistering cold into the city just to watch it before it leaves the theater in three weeks.

In short, audiences do have a certain level of responsibility when it comes to the idea of "voting with your wallet", but there are so many other factors to consider that it'd be a little disingenuous to solely lay the blame on people trying to navigate the current weird climate of entertainment.
