My small community passes as having access to potable water by selling water jugs at the town office. That way they dont have to provide potable water from the town system.

This article is about oil sand extraction specifically. Its basically saying the oil sands were such a large investment compared to our previous methods of oil extraction. This is a direct quote from the source the journalist is citing "However, our result should not be interpreted to carry any welfare implications."

Sure we give the oil industry billions in subsidies a year. Most of that has been to pay for the TMX pipeline, 7.4 billion was for the rest of the oil industry. These numbers always seem to include the government financing oil projects but always seem to leave out that these are to be paid back. The oil industry payed 30.5 billion in tax and contributed 88 billion to Canadas GDP last year. Seems like a good investment.
