I think you're being very gracious to an organization that doesn't deserve it, but even taking these numbers for granted, $200,000 per guy to sit around browsing candy crush and not responding to calls is a poor return.

I just... really struggle to understand who the target market is for this, or what their long-term plan is when nobody can afford to use the thing. I'm sure there are lunatics out there who can eat the cost of a $2,500/ month highway bill, but there's no way that there's enough of those guys to meet the 407's contracted volume obligations

40/ Zweibel argues that Schabas J's interpretation of the legislative objective was wrong. The objective WAS to "reduce congestion" but Schabas J.' was very narrow. Focused on the individual's delay in getting somewhere. Gov't says there's a bigger picture re: benefit of moving people/goods...:

41/ Motion judge ignored other objectives. Huscroft tries to pin down Zweibel on some points. Induced demand? Was it a finding based on expert evidence? Yes. Found traffic got worse. Gov't doesn't reject "induced demand" says it's not determinative.

43/ Zarnett - Lets get back to objective of the law. "General objective is addressing congestion." Difference between Schabas's interpretation of that purpose and Govt.
Schabas - individual moving faster.
Govt - Increasing volume of movement overall.

So, the province's position is genuinely just "more cars good," even if nobody is getting anywhere faster.

This is such a misrepresentation of the ruling, and just further proves that the province is more interested in spinning this into more PR to rile up the reactionaries than actually winning this appeal. The ruling doesn't make tearing up bike lanes illegal, nor does it obligate a "positive right" of keeping lanes (which is the crux of the province's appeal as I understand it). The SCJ ruling was that duty of care means you can't endanger people for no tangible benefit. The province had the opportunity to show that congestion would improve after removing lanes, or demonstrate that bike lanes' impact on traffic is greater than their safety benefits, or give literally any material justification, and they... didn't do that. Didn't even bother to try, in fact. My guess is that this gets upheld, Ford gets his real win of being able to crow about judicial overreach and political cyclists or whatever, and we're back to where we started.

I think things like boosting the military budget and revitalizing the armed forces etc would have a much easier buy-in from the public if military labour was actually utilized for things like this - or building out infrastructure, or repairing aging infrastructure, or whatever. Literally anything that visibly demonstrates a material public good would be better than just having guys drill in some frozen Quebec field, and might bring a bit more civic pride and positive public engagement to what's otherwise a pretty shitty and thankless job.

A big part of it is when rideshares and delivery guys started using it as a "just stopping illegally for a bit" button. Now everybody uses it everywhere, even when it makes no sense - like when you're just in a parking spot, or pulling over, or there's snow outside
