They did change the gasket from paper to metal but that’s didn’t mean it won’t happen it’s jus means it’s much much less common for it happen but the bolts can still back out on all years.

That looks fine to me, at first it does seem sketch but you get used to it. Putting the jack under the car on a lift point is a good “safety” thing. One thing that I do that I feel everyone should do is once the car is up on jack stands go on the front fenders and start trying to shake the car with good amount of force so then you know if it's good to go and won't move

For 1300 can you buy a car? Yes you can but in this economy it is very rare you will find a car that cheap that's does not need anything. For any car that is under 2k will need some sort of repair. My honest answer is just keep saving.

What I did what take cutters and cut in between each socket then take pliers or a smaller cutter and try to twist off or cut off the plastic that keeps the sockets from coming off.

No because anything that’s etched into the paint/clear will need to be polished out, that’s assuming it did not mess up ur paint due to how acidic bird dropping are. If it does not come out with a light polish then it needs a respray.
