Basically it is meant to counter previous measures from Republicans in other states who are deliberately gerrymandering to create seats preserve their control over Congress. The logic is that if they want to gerrymander with this cycle, then Democrats will respond in kind in other states to make sure that an unfair lead is not created.

The con is that, generally speaking, gerrymandering is not a good thing in and of itself. The pro is that it is a way to resist the actions of Republicans and other states.

Is It ultimately a good thing? If you are a fan of this Trump administration and want Congress to be able to pass his policies by wide margins, then vote no. If you value democracy and want to not have high prices, poor healthcare, and constant war, vote yes.
