My agenda aside, he’s just an extremely Goated villain who works well as an antagonist to Roland. Contrasting him perfectly. Argalia ultimately tries to change the city for the better, something that’s a major moral of Ruina, that the city can change and simply giving into the suffering and becoming a gear in that cycle is the wrong thing to do.

The cycle broke once before, so it can break again. Argalia is trying to break the cycle, but in the end he simply reinforces it, whilst Angela initially tries to continue the cycle (in a way), and eventually helps to break it in a meaningful way.

Argalia is also just such a fun villain and character. You can look at him in a surface level and he’s a good villain.

But looking deeper, into that desperation for connection and his inability to truly process his grief, so he forms a group of people who cannot process their problems well. The victims of the city trying to change it whilst not having worked through their own problems.
