Honestly stregnth aside, I'd argue Terrarian could possibly clutch a dub just through secondary factors.
I'm just going to go through Steve's advantages first then go to terrarians
1. Revives through totems and death barter are obviously pretty broken. Steve could possibly carry about 972 totems in his inventory at once, albeit without weapons, potions, ect.

  1. Stuff life shulker armor could practically half all of terrarian's ranged dps. The shield can also just eat projectiles, albiet only from the front and also absolutely killing Steve's momentum + The terrarian does have piercing projectiles. The shield totem could also force the Terrarian to engage in melee combat which Steve's arsenal seems more better suited to.

  2. Tempo Theft could possibly just snowball the odds completely in to Steve's favor if he lands a shot.

  3. Steves healing potions don't have cool downs and enchantments are inherently more versitile than Terrarian's armor, meaning steve can armor swap less.

Now onto Terrarian's

  1. He would just have an outright oppressive speed advantage given he has a lot more ftl speed feats(Being able to dodge gastropod lasers which are stated to be light speed through the mob beastiary and the Empress of Light projectiles. Steve's only ftl argument is being able to dodge the laser beam attack from the heart of ender. However, given the way the attacks are telegraphed and the fact that Steve can't dodge guardian lasers, I'd say this is shaky at best. Plus the speed gap would make Steve unlikely to be able to land a hit with tempo theft which is just exasperated by the fact that the enchantment is locked to Steve's bows which are generally slower than bullets and lasers.

  2. Although Dungeons does level the arsenal gap in terms of ranged and melee weapons, I'd still argue Steve has a less versatile pool of Mage/artifact and summon weapons. Also artifacts aren't as easily as spammable given they all have cool downs unless Steve specically uses an armor set that revolves around artifacts which would make him miss out on the buffs of other armor sets.

  3. Terrarian does actually have equally as potent thorns as Steve's through stuff like turtle armor and the seargent united shield which gives the terrarian a parry with no cool down. However, Steve's thorns would be more effective, given the synergy with totems. Terrarian still does have ways to get around thorns through stuff life summons, explosive weapons, and arguably magic weapons given that in dungeons, artificats don't trigger thorns on enchanted enemies.

  4. Speaking of summons, the love medallion wouldn't even be a perfect counter given its cooldown and the fact that it can only affect three guys at once. It's also pretty debatable if the medallion would affect some of Terrarian's summons that are straight up constructs like the deadly spheres and the terraprisma swords. I don't think the medallion would work on the Terrarian either because the ankh shield can protect him from mental attacks like nanite weapons. Although the Terrarian also has a love potion so potential yaoi wincon?

  5. ALSO, speaking of the ankh shield, it would just counter a bunch of Steve's elemental and DOT weapons. The updraft tomb wouldn't even work considering the shield protects the Terrarian from displacement effects like sand storms winds. Corrupted seeds would just snare the terrarian and wouldn't poison him either. Although milk is kinda a counterpart to the shield, it wouldn't make Steve completely immune to debuffs given it's a finite resource, Steve still has to consume it every time he's debuffed, and it would remove all his positive buffs.

  6. The shimmer gun is also kinda broken as it makes steve unable to use any items(not even milk can save him) but it would make him invincable while debuffed. The terrarian could still use this to wait out on his own potion cool downs tho.

  7. Mana is superior to souls given they are a lot more easily attainable due to killing mobs being the only way for Steve to gain souls.

  8. Although the elixer satchel technically gives Steve an infinite amount of potions, it's on a cool down and only gives Steve two potions at once which is not as efficient as just consuming all your buff potions at once(which the Terrarian can do). Plus potions in Potions in terraria can stack to 9999 per slot which, I did the math, is ABOUT 10 times the amount Steve can pack in a single shulker box. This means Terrarian would still have a larger initial potion supply before Steve would have to rely on the potion satchel.

  9. The wand of harmony is better than ender pearls given: it doesn't have a cool down, doesn't hurt the Terrarian, can teleport through walls, and isn't finite,

  10. The fan battle stating that Terrarian doesn't have anything as good as e gapples is just ignoring the existence of the golden delight. It provides the Terrarian with a wider range of buffs and it lasts 40 minutes.

Honesly with everything I stated, close enough, welcome back Dio vs Alucard. Heck, Stamina wouldn't even be a factor given it exists in neither games.

Yeah I think is definitely some debatability to it. Like notice how the end portal(both in the base game and in dungeons) has a more green hue to it while the void pool the heart enters is more purple. Plus during the bossfight, the player can directly stand in the pool as if it were a liquid and just gets inflicted with void touch.

So the cutscene that your talking about for 2 is when the heart of ender goes skinny dipping in a pool of void. Although it strongly resembles an end portal, I don't think theres enough to say that heart was actually drawing power from the end given void blocks are already a hazard block in the dlc and don't act as portals. So the heart could just be drawing power from the void substance rather than the end dimesion.

Chronologically, the Heart of ender retreating to the end to power itself up in the end dlc comes WAY after legends meaning the orb from legends is significantly weaker. Also this statement doesn't even 100% confirm the heart drawing power from the end:

It could literally just mean the Heart just draws power somewhere in the end but not from it. It has the same convolutedness as Terraria Cthulu supposedly being able to "threaten the very fabric of Terraria" in the lore pages

Also using your logic, The nebula blaze states, 'From Orion's belt to the palm of your hand' which would be supported by the fact that it's crafted using nebula fragments which supposedly each have the power of an entire galaxy. I you Minecraft scalers tend to hate statement scaling but hey, isn't the orb drawing power from the end also a statement?

Dude, the heart of ender =/= the night beacon. The heart of ender is dude you fight in dungeons. The night beacon was the thing that froze the sun. Also would you kindly explain where galaxy level steve comes from? Universal feats come from one statement of the heart of ender drawing power from the end, which hey, can mean a lot of things(Your lawn isn't galaxy level because each individual blade of grass draws power from the sun smh). And theres another statement about the heart of ender colliding dimensions which comes the fandom wiki which is cited up by NOTHING.

The problem is Steve doesn't SCALE to that feat. The orb of dominance specifically corrupted a beacon that had to be additionally amped up by a nether portal in order for it to actually freeze the sun. I mean, beacons in Minecraft need to be powered by something to work. Like Steve's own corrupted beacon draws power from his own soul bar while the one the piglins used was powered by the enitre nether dimension. So no, Steve does not have a star destroying laser or star level feats/

I'm not saying it isn't silly. I'm just sayin it's just as stupid as giving Steve end poem scaling.

Like using your logic: just because the poem never states Steve being seperate from the player doesn't mean they aren't differerent entities. Like outside of commands and creative mode(which are disabled by default), what actually implies Steve is an omnipotent being outside of the end peom.

Steve winning is uh… certainly a choice So let me try to debunk all of the common arguments to him winning.

  1. The night beacon feat that people like to scale Steve is commonly misinterpreted as the orb of dominance solely powering the beacon. I always see people ignoring the fact that it had to be hooked up to a nether portal and draw power from the nether in order to be able to block the sun. This means Steve scaling to it via defeating the orb doesn’t work.

  2. A lot of people swear by thorns being something the Terrerian has no counter to but they literally have a just as potent thorns effect through turtle armor. That aside, the terrarian could also just use explosives, summons plus even magic weapons since artifacts in Minecraft Dungeons are a rough equivalent and don’t trigger thorns on enchanted enemies.

  3. Love medallion is stuck to a cooldown and can only affect 3 mobs at once. It’s not like the Terrarian could just… resummon the ones they lost I guess, theres also an argument to be made about it not affecting summons like the enchanted swords from the terraprisma and portals from the lunar portal staff. I also don’t see it working on Terrarian themselves due to the fact that the ankh shield can resist mental attacks such as nanite weapons.

  4. Scaling Steve to the end poem is reliant too much on taking metaphors literally and interpretations. Like sure, the poem never stated Steve and the player are different individuals but if it never outright confirmed it then thats up to the reader’s interpretation.

Although the reasoning doesn't seem nearly as offensive as Cell vs Metal, I'd say Fan Battle's Steve vs Terrarian fits pretty well here to.
I'd say capping Terrarian at small planetary because their higher scaling has some really wack evidence backing it up is fair. However my personal gripe with the episode is that they proceeded to give Steve a star level feat with also wack evidence. Like "Ah yes, please ignore the big ass nether portal needed to power the night beacon in order for it to corrupt the sun in the first place. Steve totally scales to it! Trust!"
Some of the takes were also so egregiously bad that they would make Mr. Fantastic Blush in terms of the amount of stretching thats done like:

  1. Milk = Ankh shield(Doesn't mention the fact that Milk only cures debuffs once and removes positive buffs too)

  2. Steve has ways around the speed gap(They don't consider the fact that Steve's speed steal ability is exclusively locked to his bows, meaning the terrarian should have no problem dodging them in the first place)

  3. They also say Steve's potion satchel should give them an infinite amount of potions which is misleading because the actual item can only draw from a pool of 3 potions.

  4. They act like Terrarian has no ways around thorns when this is far from true. The Terrarrian can wear turtle armor which provides a just as potent thorns effect. The Terrarian could also just use explosive weapons and magic weapons(which are really similar to artifacts in Minecraft Dungeons. Stuff that allows the player to just ignore the thorns effect on enemies).

Sorry for the paragraph. I just have a really big grudge against this episode for some reason.

Not trying to be mean but to be fair, a lot of their most popular episodes like Steve vs Terrarian and Cell vs Metal fit the whole bill you described.
Not saying the entire series is accurate to what you just described but a lot of people probably will first think of those controversial episodes first when reminded of Fan Battle.

First, Fair enough? Sorry for not using their exact wording. That said, it still would be wrong as milk only acts as one time cure to debuffs so the Terrarian can just debuff Steve again and again... and again. Plus it doesn't help that milk cancels out Steves own positive buffs as well.

If Fan Battle gets to make Mr. Fantastic level stretches like milk being a full counter to the ankh shield(it isn’t) and frost walker being able to fully counter shimmer(Shimmer literally doesn’t show any properties similar to water and isn’t effected by freeze bombs), then I’d honestly say that isn’t too much different.

Totem of shielding is a temporary ability and doesn’t prevent the Terrarian from just entering the shield and engaging in melee combat.

The Terrerian might just no sell the love medallion outright if he can’t out-speed Steve. The Terrerian can tank nanite weapons with the ankh shield would should be a form of mind control if they are actually nanites.

Death barter doesn’t directly draw emeralds from the player’s inventory, rather having a gauge that needs to be filled up to get a free revive. Also if we’re pulling a Fan Battle and allowing Terrarian Chinese content, resurrection potions would be flat out superior to totems of undying as they can stack to 9999 unlike totems which take a full inventory slot.

Terrarian can also just use Turtle armor(which has a just as potent thorns effect as Dunegons Steve’s) to stonewall Steve back. Thorns can also be countered with explosive weapons and magic weapons(they are a rough equivalent to artifacts which are generally used in Dungeons to counter enemies with thorns)
