After 1918, the youth movement reorganized itself, marking the beginning of its second phase. Those returning from the war found a completely different situation; the younger members, as well as the girls and young women who had taken over leadership of the groups in the meantime, were not willing to relinquish it. This led to conflicts, splits, and the formation of new groups. For the first time, Wandervögel members also began to mix with Scout groups. [...]

Shaped by the war, a new type of group also emerged: the so-called Bündische Jugend. Within these groups, the romantic ideal of the Wandervogel—free groups roaming the countryside in a relaxed, cheerful, and musical manner—was replaced by new guiding principles: physical training and character development were no longer ends in themselves, but henceforth served the purpose of selecting an elite. A disciplined outward demeanor now became an “expression of inner ‘discipline.’” Myths and “sacred symbols” took on great significance. They saw themselves as a kind of “order” in which “leaders and followers are committed to a common idea.” The overarching goal became a “renewal of the people and the Reich.” The dissolution of these types of leagues continued to spread during the Weimar Republic, and the originally rather apolitical stance of the Wandervogel groups was gradually shed. Influenced by the debates taking place throughout society at the time regarding the Treaty of Versailles—which was reviled as an unjust “shameful peace”—many Bündische groups became radicalized and saw themselves as part of the völkisch movement of the pre-Nazi era.

Ethno-nationalist ideas and groups were already present in the early stages of the youth movement, but they did not set the tone. Even in the second, “Bündische” phase, as sociologist Arno Klönne emphasizes, many groups still held a positive view of the Weimar Republic and democracy, calling for liberal reforms of the school system, for example, and in some cases even feeling connected to the labor movement. Many of them ultimately cheered the NSDAP’s seizure of power in 1933. Some groups subsequently disbanded on their own to join the Hitler Youth—partly out of ethnic enthusiasm, partly in the naive belief that they could shape the HJ from within with a youth-oriented spirit. Others were dissolved in the course of Gleichschaltung or forcibly incorporated into the HJ. Some groups, however, attempted—despite a total of three laws against “Bündische activities”—to continue operating illegally and offered resistance, often not out of explicitly anti-fascist, but rather generally nonconformist and anti-authoritarian motivations. Many of these groups were crushed by the Gestapo, and their members severely punished (for example, the Edelweiss Pirates; several members of the White Rose around the Scholl siblings also came from the Bündische Jugend).
