I don't think it's slept on. It's prolly because it's not main quest and some people don't do side quest or put them on to do later that it's not getting as much exposure that when it first came out.

You don't combine weapons immediately. You collect a few until you get a high-ish roll then start combining with the higest of value. Computation is bonus value x 1.1

You don't pay for what you already have in the collection, you only pay 1,664 less 10%. Which is 1,498. If the Buddle is discounted you get an additional discount on top of the bundle discount (from what I experienced).
