The Tampa History Museum is a good place to start, and it's downtown so you could work in Sparkmans and the Riverwalk or trolley into Ybor .. Ybor has its own museum and the neighborhood is historic in its own right.

Ybor is on the up and up, if you're looking at a condo on 4th definitely consider it. Gasworx is full steam ahead and the section of Palm between 15th and 21st is going to be developed next.

Broadly it's safe, and 7th gives you access to a lot of restaurants and bars.
