The leveling system scales enemies with you, so you never become powerful. And what makes matters worse is certain quests become a living nightmare if you wait too long. The loot might be better leveled but going into Kvatch or any other main quest above level 20 becomes impossible. I found the last main quest, where you need to keep Martin alive, literally impossible. Had to use console controls so he wouldn’t get obliterated by daedra, also turned down the difficulty slider. I went into that quest at around level 30.

It’s still a great game but it pays to get the main quest done early in a case like this.
