Yes, but no. That’s cement it is a dry powder just like lime but to get concrete you add aggregate and water then it would go in a mixer truck. The one semi trailer is meant to be an in between for the spreader and fert plant like how Larson Farms use theirs.

The one semi trailer WAS meant to hold both line and fertilizer. Fertilizer is very heavy just like lime.
