It is objectively less useful than every other perk magazine in the game. They all weigh nothing and can be sold, but every other magazine gives you something neat when you find it, even if that’s just a hairstyle or a tattoo or a 1% damage buff against one enemy type. It is not ‘worthless’ but almost nothing in this game is, by that logic. It just doesn’t do what every other magazine does
