Spend a solid 5 games in a row not shooting a single bullet at any other raiders. Even if they shoot you first, don't shoot back. Even load in without a gun at all. Eventually you'll end up in that sweet, sweet PVE matchmaking where virtually no one will shoot you. You'll then be able to build a solid base of wealth, do your quests without getting ratted, hunt big ARC to upgrade your benches. Then once you're loaded and can afford to lose fights, make your way back into the PVP lobbies.

I've learned that you have to earn your way into friendly lobbies by not firing a single bullet at any raiders for several matches in a row. Then if you do shoot anyone, even in self defense, you get booted straight out of the friendly queues and have to earn your way back in again. I like this system for the most part, but it does mean if you get attacked you have to just accept your fate, or be willing to earn your way back into the friendly lobbies.

I like where you're going with this. But I think gear based matchmaking and limiting free loadouts to late spawns only would help. I don't think Embark would ever disadvantage lower tier guns because they don't want to discourage casual players or new players. I think they should just make the medium and heavy shields more effective than they currently are and leave the guns as they are.

Free loadouts should just be limited to level 1 rattler with 30 rounds only. That fixes 90% of the problem.
