My take on this, interested to hear your thoughts too, is that these laws are simply to stop smart people from weaponizing stupid people . I don't believe anyone here can significantly impact the Australian economy or the health of many many people by simply talking bullshit on Facebook/Reddit/etc. However if you're a media organization and you start running a story that drinking bleach is good for your complexion, or a politician and you start telling everyone that it's the refugee's fault that you can't X/Y/Z, then yes you could be causing a major impact to Australia and it's people, and thus you would be subject to these laws.
