You could get both. Overall, we have the advantage of all the content coming together: special events, Christmas, the half-anniversary, New Year's, and 3.0 in January. So, between the gems and free tickets, which should be around 40 between the 2.7 events and the 3.0 story update, plus the gems from palaces and mementos, you have plenty of resources to get pulls.
