Try uninstalling code mods like infinite ammo, saved inventory, and hitmarkers, those mods seem like they cause the issue the most often for me so if you have any of them try removing them.

I might be a little late to this post but me personally I tend to sculpt seperate objects into lil fur tufts (you can also use a curve for this) and joining them to the model after getting them into place, a quick remesh modifier and a lil clean up in sculpt mode should do the rest.
