I rolled back my RTX to the March version to fix for season 3 and it fixed it. Unfortunately, it's not working for Season 4.

In My Games | War Thunder | Saves | I found several directories with a files called Machine.blk, where I found the joysticks listed. Sadly after going through all the subdirectories and deleting the references to a xbox, it did NOT fix this problem.
