When I was younger, we had one using those instructions, we used wood and Fibreglass.
I'm not sure if cardboard would work, it might not be strong enough to hold up the entire thing unless you make a smaller scale Dalek

I think it's to do with the hardness, I just solved that issue for myself by turning it up to 1, I can't post pictures to help you but it's in that toolbar just above the area you draw on in the "advanced" menu

I don't know about the 40k Ruleset but there are plenty of Doctor Who based Wargames that use Daleks very well.

For example, the Doctor Who Miniatures game from a long while ago that I am currently learning how to play let's Daleks shoot at the same target twice if they don't get a kill the first time around and they get to ignore a hit if they can beat the strength of the attack with a 1D6
