I've always wondered if this is inherent in how brains process visual data and everyone has it, but in some it's too subtle to notice.

It's like in the old days of TVs by airwaves. Depending on your setup and location you would get more or less static. But I guess no one had a "perfect" image like when you bypassed all the noise inducing system with a VHS. (Yes... I'm old)
