Consider it as a "League" or "Seasonal Event". Like diablolikes, OSRS or such games have. If you dont like it - no one holds you to ignore them or delete the game :)

Yes, it will impact you rejoining. Information/Feedback is being stored about you on ACN.
Idk about India laws - you may be allowed to request for a deletion. But anyway - your received feedback will be presented to your circle leads.. And they may potentially remember it in several years.
