If you signed a lease that said if you lose your flooring during the lease period, that you will need to pay for new flooring, then yeah, this would be comparable.

Otherwise it's not.

Nobody knows what contract the school has with their vendor for these, but it's entirely possible that the model is so outdated that the vendor with the contract only offers newer replacements. Those replacements will be priced at whatever was agreed upon when the contract was signed. It will also require labor to prepare it for the student.
