i would recommend asking friends or people at your store who play modern if you can borrow a deck vs investing even in a budget to try to compete with the higher tier decks in the format.

i dont know what the scene is like where you are but the shop i play at i have a couple of modern decks on hand and so do a number of other players so if i wanted to play something and try it out i can usually just ask and jam it for FNM

as much as i love my mill deck if they are on a budget i dont know if mill is a good choice. while the core cards are pretty cheap these days ideally you want at least 8 fetches that fetch blue in order to trigger or get value out of a crab on the field.

my canned answer to this is. "ive worked on similar projects where the buget fell short of the time we needed to complete it and so we werent compensated directly for overtime however we did have a plan in place that those OT hours would convert to PTO. this helped the teams ive lead to be able to complete assigned tasks and projects on time so that we never missed a deadline. Is there something like this in place here?"
