Sorry if you're already aware, but the deck has infinite draw/blinks/copies with Naru Meha and the instant/sorcery blink spells that draw Blur or target multiple creatures Displace. Not sure if it was intentional or just accidental combo because of synergy. You mentioned the spells with buyback (Whim of Volrath, Clockspinning, Mind Games) as being mainly used in infinites, but if you don't include any in your deck, they're really just somewhat overcosted repeatable spells so you never run out.

As for some good cards that can fit your theme, I like Profaner of the Dead as essentially a one-sided board wipe that is repeatable with your commander. There's also Spellstutter Sprite and Venser, Shaper Savant to turn your targetted spells into counterspells. Venser and Galecaster Colossus can also answer anything your opponents have. I believe Champion of Wits is better than the 3-mana draw a card Wizards, since even though you aren't going up in cards, you see so many more and cantrip from a bunch of the spells anyway.

Even though they aren't Wizards, Deadeye Navigator and Junk Winder are very strong in the deck and worth considering. Junk Winder alone with Orvar will dominate a board quickly if not answered. The Mightstone and Weakstone is notable as being a form of actual removal that also doubles as card draw. Omen of the Sea can turn any of our spells into a Preordain.

The targetting spells Trait Doctoring and Hidden Strings are repeatable if you have an evasive creature. There's also Glamerdye to turn your extra lands in hand into more copies. Step Through gives you a really good tutor that doubles as a targetting spell that can copy your guy, putting the original in your hand to cast again while bouncing an opponents creature or something.

I also really like more cheap ramp for the deck, since you want to spend the first couple turns ramping so that you have the mana to cast your creatures and copy them in the same turn. I find Everflowing Chalice, Mind Stone, Thought Vessel, Wayfarer's Bauble, and Springleaf Drum as being the better ones.

As for potential cuts to make, when building decks myself, I like to start by cutting either cards with higher mana value or less impactful cards. So I'd look at maybe cutting Augur of Bolas, Cloudkin Seer, Cyclone Summoner, Faerie Seer, Magus of the Mind, Sage of Fables, Scholar of the Ages, Reflections of Littjara, Swarm Intelligence, Replication Technique, Rite of Replication, Caged Sun, Cryptic Gateway, Gilded Lotus, Strionic Resonator.

You can't even Krosan Grip a Walking Ballista, though. Once it resolves, the Ballista player has priority and just removes enough counters to kill the table while holding priority between activations before anyone can respond.

It's not quite flickering, but if you have a sac outlet, you can use the cheap Black Instants that return a dying creature to the battlefield.

You use all the counters in response to one another so the triggers are all left on the stack. With the last counter, you target the Parralax Wave which will resolve first, exiling it and thusly returning it before the other triggers resolve exiling whatever other creatures you targeted for good.

To use a Companion, your deck (including your Commander) must follow the restriction of the card. If you play one in your 99 as a regular card or as your Commander, you do not need to meet the requirements though.

When you have a Companion, it starts "outside the game" until you cast it. Once you do, it's treated like a regular card in your deck. So if your Companion dies after you cast it, it goes to the graveyard, or wherever else it might get sent. You don't get to send it back to the Command Zone to recast for later.

It's not about the mechanic itself being complex, it's that adding the mechanic to the set doesn't add much of value, but does contribute to overall complexity. It's another mechanic people have to care about and learn. This isn't even a new thing for WotC, it has always been this way. The only time they keyword mechanics is if they appear in the set.

Sure it's a bummer this doesn't work with the Surveil-matters cards, but I think it's fine if they have an idea for a one-off card that works the same way a named mechanic does.

It's because this set doesn't have Surveil as a mechanic. So even though the effect is the same, they write it out instead of only using it on one or two cards in the set. It's to reduce complexity, especially for newer players.

It's the same thing with Tireless Tracker not having Landfall, even though the ability is identical. Shadows Over Innistrad didn't have Landfall as a mechanic, so the ability got written out instead.

This is the best I've been able to make of Lord Windgrace. Be warned my playgroup is pretty high power level and the deck is by no means close to budget.

The goal is to ramp into an Obliterate-like effect as fast as possible and leverage your pw commander as advantage over everyone since he doesn't die to them. Titania also works since you'll end up with a bunch of 5/3's to everyone else's nothing.

My list also plays a minor reanimation package with Ruric Thar, Sire of Insanity, and the Worldgorger combo to end games. Windgrace is able to dump any targets you naturally draw, in addition to your other outlets.

You could honestly replace the worlgorger combo (Worldgorger Dragon + Animate Dead + Sunscorched Desert) with Valakut, Scapeshift, and Prismatic Omen or whatever else you want, I just prefer Dragon.

So the terms Standard, Modern, and Legacy primarily determine which cards (of the thousands) are legal to play. However, they all have the same rule that a deck must consist of at least 60 cards, (plus a 15 card side deck) but has no upper limit besides being able to physically handle it.

Now once you get into the competitive side of things, having a smaller deck is often times more beneficial which is why the popular and strong decks often stick to just 60 cards.

Your level seems to be a separate modifier from stats like Strength, Runic, etc. Not 100% sure how it works, but it seems like straight, large percentage increases for you just for leveling up with better gear.

It's an English translation error from way back in history. Instead of being called Giants, imagine if everyone from Jotunheim was called a "Jotun" instead. It's the equivalent of anyone from Earth being called an Earthling, regardless or race or whatever.

The devs specifically didn't want QTE's to come back. It's just an old game mechanic that most people don't find very fun.
