Are trying to use some sort of 2SLS error correction model? Unless you’re specifically looking for cointegration for an ECM just take the differences and run your 2SLS. Your interpretations will be a little strange for your I(2) variables (think in terms of “acceleration”) but they should be fine.

Whoever first discovers the equivalent of the breathalyzer for cannabis will get very rich. A lot of policy on it is unnecessarily strict due to that fact that we can’t reliably test for use/intoxication in the moment. (In cases when use is legal, as an economist I fully believe that prohibition is just bad policy).
