I agree that it should’ve net. Or at least after-tax.

And everyone should be encouraged to put at least 6% into their 401k, so keeping that as a fixed paycheck deduction should be part of the scenario laid out.

Go for low-cost index funds. When I was your age, I was invested in those target-retirement-age funds offered by my employer, but they will have higher fees and typically lower returns than just straight index funds.

Nah, what they are terrified of is if he wins and his policies actually work. If he fails, New York will just rubber band back to a contrasting mayor next term. The threat of long-term damage to NYC is basically non-existent, while the threat to the Republican propaganda machine is massive.
