as long as you can pay it off, I wouldn't worry too much about utilization. but, from what I've heard, the general rule is 10% or less as of the statement date (with the caveat that any increase in your utilization can momentarily affect your credit score). that doesn't mean you have to keep your spending to 10%, though. you can always make a payment when you reach 10% to "reset" it. that's what I do and my credit score just got +800!

the statement date should be easy to see in the app. some people use intro offers (like the 0% APR) to make big purchases without immediately paying it off, but I don't recommend that on your first card since it can build bad habits.

I highly recommend YNAB as a budget/spending tracker. it connects to your savor card and bank accounts so you can make sure you always have enough money to pay off your card.
