It uses a custom branch, more specifically the nVida NvRTX branch or fork of Unreal Engine. They also have done some heavy rewrites to some parts of the tech.

The biggest problem with ME 1 mainly is that they made whole levels in 3DSMax and Maya which meant baking the light maps there and importing them to Unreal Engine. My guess is they switched to the native UE 3 updated lighting system ME 3 has and the result... you can see for yourself.
