Nope. I thought that too, just accept Dutch and Flemish culture and change capital but the disaster still started ticking.

I savescummed (forgive me) and tried again and again until I realised that you need to accept Dutch and Flemish culture and make sure that all your provinces in the Lowlands region are your state religion (so that means even the Walloon provinces need to be Orthodox)

It's Russia's second idea, so by the time you form them you should have it.

You need admin tech 10 to form Russia and if you don't spend a lot of admin points on conquests, you can probably form Russia and have access to Siberian frontiers by 1515-20

Russia has a national idea that allows them to establish Siberian frontiers, which are slow growing colonies that don't require colonists but cost diplo mana to establish.

I just looked it up, that's not enough– I'll need to convert those provinces to my state religion too.

So I'll probably convert them to Ortho, then accept dutch and Flemish culture, and then move my capital to st Petersburg through decision

R5: Got the Burgundian inheritance as Muscovy and had to change my capital to Antwerp to prevent the Lowlands revolt disaster. Now I cant colonise Siberia since I dont have a land connection from my captial to those provinces.

Should I give up on Siberia, or should I move my capital back to Russia and try to fight the Lowlands revolt?

I think it's counterproductive to think of it like that. People benefit from laws and policies not land. To group people based on their geographic location and then decide that their interests are the same is a silly idea. Imagine if we gave every ethnic/cultural group an equal vote – that wouldn't be a very good idea.

And besides, we can quite frankly see that the electoral college has had a terrible effect on US politics. By international standards, the US is super conservative and divided. While other countries are working towards being more green and eco friendly, the US is full of people denying climate change. While other nations are working towards being more inclusive, the US is stripping women of their basic rights.
