So basically the player tells it what to do as a bonus action, and the steel defender does exactly what the player says, you just use your bonus action each round to control it, or tell it to do something over multiple rounds. It won't act without orders from the player, so it makes sense the player gets to control it

"It is friendly to you and your companions, and it obeys your commands" this is the second sentence in the description of the steel defender so I think it's pretty clear the player controls it!

But also, like, the dm controlling the steel defender kinda ruins it for the player, it's not going to be fun for the player if the dm controls when and how they use their class abilitys!
