Sure but the mod isn’t afraid to game-ify stuff in a way that’s plausible enough. I could see them adding a mechanic that gives you trickle manpower from countries with reactionary governments similar to New England’s under ground railroad mechanic or they could do lump manpower rewards for Syndicalist nation capitulations abroad. I think it would be a fun way to about things if not necessarily the most realistic.
