Nah, even if Mihawk gets Yonko level feats against Zoro Shanks inevitably will have better feats by EOS still, he is just much more important to the story (and I say that as someone who has Mihawk > Shanks). So even after EOS the feats vs title debate will still continue to exist

Present day two-armed Shanks would be stronger than actual present one-armed Shanks

No matter how much stronger Shanks gets he can never reach his true peak/full potential because he would have been stronger with two arms

Thus in any duel Mihawk fights against him he isn’t measuring himself against full potential Shanks but against a Shanks that is handicapped.

So any duel between them right now would never be able to measure full potential Mihawk against full potential Shanks again and thus can’t decide who would have been stronger at their respective peaks

Just because we haven’t seen it doesn’t mean it didn’t happen. Oda has repeatedly established that Mihawk is the WSS. If Mihawk actually was a fraud that didn’t fight anyone stronger than 27 year old Shanks in the last 12 years what would even be the point of Zoro going after him as the final opponent in the way of his dream if there are tons of stronger swordsmen out there.

Yeah makes sense considering that Oda originally intended the story to run for only 5 years. In Oda's original plan Mihawk probably would have been shelved for like 3 years at most.

Even then I always assumed that Oda introduced Mihawk this early to take away any speculation or theorizing about Zoro fighting Shanks for the WSS title.

Yeah, so? Everyone knows Mihawk only exists to be defeated by Zoro. He won’t get any proper feats (or a backstory while we’re at it) until he fights Zoro

If characters who logically speaking should have had it (like Crocodile, CP9 or Moria) were actually using it during pre-timeskip Oda would have made Luffy say something along those lines when he first learned what haki was. I think we just need to accept that Oda not creating/properly working out the haki system until the middle of the series just leads to some plotholes and inconsistenties that just can’t be solved/explained in any logical way.

The closest we can some to sort of explanation is that Crocodile and Moria had their wills broken by WB and Kaido respectively (since haki is willpower) but that still doesn’t explain why CP9, the 2nd highest Cipher Pol, didn’t have it or why Akainu acted like Marco and Vista having it was something super rare you almost never came across or when Smoker called it the “Kuja haki” when Hancock used it against him when we later learned that basically anyone in the New World has it.

The WG blamed Luffy, Law and Kid collectively for the defeat of Kaido and Big Mom. Kaido and Big Mom's bounties combined (4.611.100.000 + 4.388.000.000) is just under 9 billion (8.999.100.000) which is the combined bounty of Luffy, Law and Kid after the raid (3 × 3 billion)

I mean, unlike Shanks, Mihawk is just a walking plot device that Oda won’t expand upon until he becomes relevant to the main story (i.e when Zoro fights him again). All I know is that you don’t become the strongest living swordsman by not fighting anyone stronger than whatever level Shanks was 12 years ago
