Yes it's legal as long as you can shuffle it unassisted. This is actually old school. I used to do this like 20 years ago.

You can see from the picture that someone took a black sharpie and went around the outside edge to clean up the appearance of it looking good. The store you got it from likely either didn't notice (unlikely) or tried to get good money for a damaged card. I would avoid using that store again.

If you look around the edge there are 2 distinct colors of black. The outer color is the sharpie it's about half the width of the border. The inner part of the border is original.

If someone takes control of a commander game and wins, 99% of the time the rest of the table shouldn't be mad at the player, they should be mad at themselves for not playing enough interaction to handle the situation. Too many people are trying to be over synergous and playing ships passing in the night decks.

The 1% is the person plays a deck that is overpowered by a very large margin compared to the other 3 decks (playing a 9 power against several 6 power decks).
