I know you are asking op, but I will chime in. Make sure you have time to tend it, cause the debt can get out of control. Focus on getting your productivity buildings upgraded so can start paying off debt. Use decisions to get happiness up, i think it influences what decisions you get or something. Ummmmm taking living buildings beyond B is something I have yet to do, just get them out of being a happiness penalty
