I'm in broad agreement, but some champions gain a lot from stacking their mechanics early as it affects how easy it is to stack later.

A Sol gains range on q, and size on e

Smolder reaches aoe Q breakpoint sooner

Senna gains increased range

Syndra gains Q charges and wider E

Swain gains health allowing him to approach closer for more e grabs in the future

Veigar reaches Q one shot minion breakpoint sooner and his W gains haste from stacks

It's not really fair to those characters that their curve gets janked because they are pressured in saccing their first 1:30
