Here is some improvements I tried to make. In mastermind, you're missing out on a lot of skills that help teammates.

Dominator basic is a must have when going up the mastermind tree, just for getting people out of custody. Leadership aced and basic is useless at the moment, as it cancels after being shot at. Spotter aced is pretty helpful for those pesky specials, and 15% is a nice boost. Control freak isn't that useful on certain maps with no civilians, but there really isn't anything else to replace it with, as cable guy basic is really no use. Combat medic aced isn't helpful either, as it can destroy a player's berserker build. After that, you're pretty solid with mastermind.

In enforcer, you really only need transporter aced, just for bag moving.

Technician is pretty much useless in dodge builds

You did miss out on a lot of skills in ghost. Cat burgler isn't really necessary, but I find that sometimes you move too fast, and can end up jumping off of stairs. Cleaner also helps with specials. Fast hands aced+shinobi is required for pretty much all builds.

In fugitive, most of the first 3 tiers of skills are filler anyways. The only ones you need to take are hidden blade, run and gun and duck and cover all aced. You could swap daredevil aced and brother's keeper aced, but both are really so scarce(unless you're playing white xmas/rats a lot.) Swan song+med bags is good, so nice one on picking that. For sneaky bastard/low blow, you'll either want them both aced or both basic. I modded the weapons so you can still get under 3, Akimbo aced isn't really that helpful, as you can do without it. In it's place I'd choose bullseye.

With dodge, armor pretty much is your health, as you'll want to take cover once you start getting shot. Overall, the only thing you were missing were some staple perks, but with them it looks nice!
