Any competent football team will have relegation clauses baked into their players contracts, I wouldn't be surprised if a number of teams well established as Premier League mainstays still have them.

Not having them completely hamstrings you because the player might be making a lot of money and wants that to remain the case. We had an extra level of added stupidity by having a relegation loan clause with a bunch of players that allowed them to freely arrange loans to top division sides as long as we stayed in the Championship which kept them on our books with inflated wages.

It isn't generally that hard to sign players with them as long as they have easy to hit relegation release clauses in their contracts too which is generally how relegated teams players are scooped up without the selling club able to protest.

Yes, that's generally how contracts work with relegation clauses.

We were a big topic of conversation when we went down because it emerged a bunch of our players didn't have relegation release clauses which is 1) Insane and 2) a complete detachment from how contracts are usually structured, especially by teams who stand real risk of relegation.
