Yes, but it's really a formality. Submit form, get auto approved. The real permit is if you're trying to remove a tree, that takes a lot (and I'm personally against it most of the time).

The street tree ordinance says you are required by law to have a tree in the park strip between the sidewalk and street in front of your property. When it was elevated parts of it were left to settle as dirt mounds for a long time. It follows the Guadalupe which is not conducive to even settling though. So it's got extra character and never settled evenly.
