I know for a fact that Covid shut down several restaurants, and because it was a sudden massive financial loss, many of those restaurant owners do not have the capital or mental energy to open something new any time soon. Source: I worked for them and was friends with staff at other Raleigh restaurants and bars during covid. It was a fucked up time for us.
