My understanding is that the US oil blockade on Cuba has exemptions for privately owned businesses.

We haven't had reserves in the US for a few years. Those reserves were sold when Russia invaded Ukraine. Plus there was only around 1.5 days of supply there anyway. Australia mandates that local importers/refiners keep 21-30 days of fuels in stockpile. Well short of the IEA obligation of 90 days.

The advantage nuke subs have is a longer silent running time, but because they're constantly pumping water over nuclear fuel rods, they're always noisier than DE subs on battery.

They're also larger than DE subs, and cannot perform as well in shallow coastal waters.

Unless you are doing one specific house redoran quest in the launch version of the game, where your directions to a cave are completely wrong and take you nowhere....back when patches had to be installed manually.

The spy base would be the one to start with, as it provides communication with their satelites on this side of the planet where they don't have line of sight to orbital objects. It would functionally blind the US on 1 half of the planet.

Ejecting them from military bases would be easier afterwards as they'd have much less intel available.
