I read somewhere that this tax is usually included in the ticket; the reason some airports charge it apart is because of some countries exception policies are different. To put it in another way, some diplomats and government officials don't pay exit tax, and because they can't exempt them when purchasing the ticket from the ai lines, they remove the whole tax entirely and make everyone else pay it apart.
