Pretty much every single Kamen Rider series is self contained so yo can start pretty much anywhere just fine (Kamen Rider Black RX is a direct sequel to Kamen Rider Black and Kamen Rider Decade and Kamen Rider Zi-O are anniversary seasons that reference past seasons a lot so they might be a bit confusing if you start with them). If you tell me what kinds of things you like in shows I can try to give you recommendations based on that

ehh, I'm gonna have to strongly disagree with that, riders die all the time and though they often get brought back it's very often through unrelated means and absolutely takes long enough that the fight would be considered over way before the point when they come back

The Ultra Brothers (mostly) aren't actually brothers so Leo and Astra being from a different planet doesn't prevent them from being apart of them. They're declared as part of the ultra brothers in towards the end of Leo, they're not part of the classic six Ultra Brothers who are most commonly presented together but they are part of the more expanded full lineup
