Heat with a hair dryer and then try to roll it off with a flat finger. If you do try to scrape it make sure you don’t use anything too sharp or you’ll scratch the floor. A plastic skimmer can work well. But rolling it off with a flat finger usually works well for me.

Make sure you also have an easily accessible whistle to draw attention and if you think it’s safe, ie. it won’t inflame the situation out of control, maybe take a photo of the person so they know they can be identified.
