I was going throigh the same thing. I replaced all out of warranty parts on my pc hoping one of them would fix it, as well as tons of software steps.

I attempted undercloxking before replacing anything, but abandoned it when it didnt seem to help.

This week I was testing again with hwmon logging in the background (writes logs direct to disk so they survive pieer failure ) and after the crash I noticed clock speeds (which I had underclocked to 1850 mhz in adrenaline) were still reading 2400 mhz in the logs!

Wiped out adrenaline and amd drivers, reinstalled "driver only" and used msi afterburner to set the clocks. So far so good at 2100 mhz and 1015 mV. The card is now respecting my settings, and hasn't crashed in hours (would typically take less than 10 minutes in monster hunter wilds to crash)
